VFW (Veterans of Foreign Wars)- Unmet Needs Eligibility criteria is based on financial hardship; reviewed for its own merits on a case by case basis. The applicant is the service member, veteran, or eligible dependent listed under the Defense Enrollment Eligibility Reporting System (DEERS).

The applicant must provide most current bills, if eligible, payments are paid directly to creditor.
